Bill Shuffstall has served as an Economic and Community Development Extension Educator with Penn State Cooperative Extension for the past 29 years. He works with leaders across Pennsylvania to help them understand how they can increase the availability of affordable advanced communication services for the residents, businesses and institutions in their communities.

Mr. Wilson is Vice President of Professional Services for CostQuest Associates.  He focuses his consulting efforts in the areas of broadband mapping, rural telecommunications policy, universal service funding, interconnection, and operational analysis for wireless, competitive, and incumbent local carriers.  Mr. Wilson has worked in the telecommunications industry for 17 years.  He has served as an expert for intercarrier compensation, Universal Service Funding and Local Number Portability proceedings.  He also co-authored technical papers regarding USF High-Cost funding and economic models.

Mr. Wilson is currently Program Director for CostQuest’s Broadband Mapping Programs.
