This toolkit has been developed to serve as a prototype of the kind of toolkit communities would adapt for seeking affordable last mile broadband services through a community-influenced model. The content contained in the toolkit has been compiled from a variety of sources by a committee of the Rural Telecommunications Congress. It is intended to provide general information and guidance, but is not intended to serve as legal, technical or financial advice. The expectation for the toolkit is that it serves as starting point for state agencies interested in customizing a basic framework for use by communities they serve.
